Key points
- Riyadh Municipality guide for residential and office apartment buildings: shade height 2.5 to 3 m, projection at most 3.80 m without crossing the property line.
- Covering the sides with sails is prohibited; shades may not be built at the setback corner or over the main gate; one model per building.
- The car shade permit is an online Balady service, free, 10 days, and needs a building licence, an occupancy certificate and a classified engineering office.
- Requirements vary by city, building type and street; check with your municipality before building.
Shades in front of apartment buildings or inside villa yards are very common, and so are violations. This guide summarises what we found in official sources, separating regulatory requirements from practical advice.
1) The Riyadh Municipality guide
The guide uses three words: "must" for mandatory criteria, "should" for non-mandatory recommendations, and "prohibited" for violations1.
| Item | What the guide says |
|---|---|
| Shade height | Must be between 2.5 and 3 m maximum1 |
| Projection | No more than 3.80 m, and not beyond the property line1 |
| Columns | Fixed 0.2 to 0.5 m from the kerb line at most; column width no more than 0.35 m1 |
| Sides | Covering the sides with sails or with the full structural frame is prohibited1 |
| Location | Shades are prohibited in parking at the setback corner, and must not be built over the main gate1 |
| Uniformity and colours | One shade model per building with uniform dimensions; colours from the designated code1 |
| Front setback | At least 6 m, with a pedestrian path at least 2.2 m wide; no obstruction in front of main entrances1 |
| Parking surface | Parking areas must be paved with interlocking pavers1. See yard paving and interlock |
| Wheel stops | 15 cm high, 15 cm wide, 180 cm long, at least 50 cm from the kerb; bay width at least 2.8 m1 |
2) The car shade permit (Balady)
According to the Ministry of Municipalities and Housing service page2:
- Who applies: the building owner, their delegate, or the owners' association.
- Conditions: a building licence with an occupancy certificate, a classified engineering office, the building on a commercial street 30 m wide or more, and acceptance of the undertakings.
- Fee: free. Duration: 10 days. Channel: online only via Balady.
- Steps: select the building licence, delegate an engineering office, prepare drawings, municipality review, permit issued, then fix a QR information card on the shade.
Note: as stated on its page, this service covers buildings on commercial streets. For a shade inside a villa yard, ask your municipality what is required.
3) Technical questions before contracting
Practical advice, not regulations.
- Who designed the structure? Large shades face wind and storm loads; ask for calculations or drawings from an engineering office, especially for long spans and cantilevered shades.
- What footings and anchors? A suitable concrete footing and anchor bolts, not fixing onto tiles or pavers alone.
- What steel and coating? Ask about corrosion protection (galvanising or a protective primer), especially in coastal cities. See paint types.
- What cover? PVC fabric or other: ask about thickness, UV resistance and a written warranty period.
- Where does rainwater go? Slope and drainage away from walls, entrances and the neighbour's property.
- Any electrical work (lighting)? Use outdoor-rated fittings with protective breakers. See breakers and RCDs.
- Does the shade block a window or emergency exit, or cross the property line?
4) Privacy screens
The "Residential Building Requirements" issued by ministerial decision in 1446 AH state3:
- Walls of villas and residential buildings on the property line facing neighbours may be at most 4.5 m high.
- No screens of any kind may be added on top of walls to raise them above the permitted height. Screens on top of a wall within the 4.5 m must match the building's architectural facades.
- Roofs of structures within the setbacks may not be used as a terrace or balcony, and AC units or satellite dishes may not be placed on them.
These requirements apply to new building permits, and some cities or districts may add their own; check with the municipality before building. Car shade requirements are in Section 1.
Practical questions before installing:
- Ask the municipality about the permitted height, materials and colours before buying.
- A screen catches wind like a sail; make sure it is firmly fixed to the wall or posts, and do not load a weak wall with a tall screen without technical advice.
- Leave gaps or openings in long solid screens if the designer recommends them to reduce wind pressure.

The number next to a statement points to its source in this list. Sources back the general information; anything marked “practical advice” is editorial experience, not a quoted source. Anything that affects safety, structural design or electrical installations needs a licensed professional, and in Saudi Arabia the binding reference is the Saudi Building Code.
