Key points
- The Saudi Building Code is the binding reference; its parts include SBC 201 general, SBC 401 electrical, SBC 602 energy conservation and SBC 701 plumbing.
- SASO regulations set requirements for products such as AC units, water heaters, water-saving fixtures and plugs.
- International standards (IEC, ASTM, EN) in our guides are for explanation and comparison; where they differ, the Saudi code and regulations are binding.
- Government procedures (building permit, occupancy certificate, shade permit) are governed by the Balady service page.
Binaaline's guides draw on many sources: international standards, manufacturer guides and research. But the binding reference in Saudi Arabia is the Saudi Building Code and the regulations of the competent authorities. This page gathers the Saudi references we use and links each to the guide that explains it.
1) The Saudi Building Code
| Part | Scope | Where we explain it |
|---|---|---|
| SBC 201 general code1 | General building requirements, including Chapter 12, Section 1206 on sound transmission | sound insulation |
| SBC 401 electrical2 | Electrical installations, based on IEC 60364 with local amendments | breakers and RCDs, earthing, bathroom electrics |
| SBC 602 energy conservation3 | Thermal performance of the residential building envelope | thermal insulation, sun protection |
| SBC 701 plumbing4 | Water supply and drainage | drainage, pipes |
2) SASO regulations and standards
| Reference | Covers | Where we explain it |
|---|---|---|
| SASO 2663 small AC efficiency5 | Minimum AC efficiency and test conditions | AC guide |
| General Technical Regulation for Energy Efficiency (incl. SASO 2884 water heaters)6 | Products needing an efficiency label | water heaters |
| Technical Regulation for Water Consumption Saving Tools7 | Flow grades for taps, showers and toilets, and the water-saving label | basins and toilets |
| SASO 2203 unified plugs and the move to 230/400 V8 | Plugs, sockets and voltage | voltage and plugs |
3) Electricity and solar
| Reference | Covers | Where we explain it |
|---|---|---|
| The Saudi Arabian Grid Code9 | Nominal 60 Hz frequency and limits | voltage and plugs |
| Regulatory framework for renewable self-consumption10 | Solar systems on buildings | home solar |
| Guide to connecting small solar PV to the distribution network11 | Connection procedure for consumers and contractors | home solar |
4) Government services and rules
| Reference | Where we explain it |
|---|---|
| Building permit service12 and occupancy certificate13 | building journey |
| Mandatory hidden defects insurance14 | building handover |
| Riyadh car shade guide15 and shade permit16 | shades and screens |
| Electrical appliance warranty17 | warranties and spare parts |
5) How we use international references
We use international standards such as IEC, ASTM and EN, and guides from bodies such as EPA and PNNL, for explanation and comparison, and each article states when a point is practical advice rather than regulation. Where they differ, the Saudi code and regulations are binding, together with the competent authority's instructions. See the encyclopedia method.
References are updated periodically; check the edition in force when designing or supplying.
Sources
The number next to a statement points to its source in this list. Sources back the general information; anything marked “practical advice” is editorial experience, not a quoted source. Anything that affects safety, structural design or electrical installations needs a licensed professional, and in Saudi Arabia the binding reference is the Saudi Building Code.
